What are the major data management challenges hyper-scale companies face when using various combinations of cloud and on-premise data platforms?

Lots of tooling today is built assuming cloud native integrations or at least SaaS - how do you get data from your on-premise legacy database into a catalog? How do you apply the governance rules to a spreadsheet? What about auditing query patterns when there is data you don't even know is being used?
